Key Responsibilities
The Voucher Examiner / Alternate Cashier works in the Regional Financial Management Office and reports to the Supervisory Voucher Examiner/Certifying Officer when serving in the capacity as Voucher Examiner, when serving as Alternate Cashier, the position received direction from the SFMO and/or DFMO. The incumbent audits, reviews and examines difficult and complex multi-source funded contracts, grants and cooperative agreement payment documents for goods and services relating to multiple agencies project / program, general activities, operating expenses, international and entitlement travel vouchers, and USDH benefit and allowance payments. This includes vouchers, invoices, advance requests, and advance liquidations in US dollars and local currencies from multiple countries. The incumbent is responsible for operating CGFS Global Financial Management Systems and information security to a level of “Separation of Duties, “Individual Accountability” and “Need to Know” as defined in the relevant Foreign Affairs Manuals and Handbooks.
The incumbent serves as the alternate Principal Class “B” Cashier at post responsible for the full range of cashiering duties in support of multiple federal agenci0es at post, including management of USD and foreign currency accountabilities. The Incumbent is to perform duties in compliance with USG regulations and ICASS service standards. The incumbent will not have their own accountability and will take on the CLASS-B Cashier’s accountability and/or have a permanent Alternate Cashier Advance, when executing this role.
The work schedule for this position is Full Time (40 number of hours per week). Start date: Candidate must be able to begin working within a reasonable period of time (12 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Requirements
- EXPERIENCE: Three years’ experience in any of the following financial disciplines: accounting, debtors, creditors, voucher examination with at least one of these three years’ experience in cashiering is required.
- JOB KNOWLEDGE: S/He communicates both orally and in writing with contractors, cooperative agreement holders, staff, and vendors to provide guidance, interpret examination requirements and, when required, request additional information regarding proposed payments.
- Two-year diploma / certificated course in accounting, business, finance is required.
- LANGUAGE: Fluency in English – written/spoken is required. (This will be tested).
- SKILLS AND ABILITIES: A strong working knowledge of computer spreadsheet software and accounting systems. Intermediate knowledge of MS Office applications Word, Excel, Outlook, SharePoint is required.

- Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Pretoria, South Africa may receive a compensation package that may include health, separation, and other benefits.
